Job Description
BIASC has an immediate opening for its regional Chief Executive Officer. The BIASC regional office is based in Irvine with a satellite to be created in Los Angeles; BIASC Chapters maintain offices in Irvine, Santa Clarita, Rancho Cucamonga, and Riverside. The CEO will be based out of regional offices in Irvine and LA, with frequent visits to Chapter offices. The BIASC CEO reports to the Governing Board.

The position is responsible for implementation of the strategic direction and regional priorities established by the Governing Board. The position manages the operation of the BIASC Principal Office, and works closely with the four (4) Chapter Executive Officers to implement the annual business plan and budget of the Association.

BIASC has recently adopted organizational changes that increase the integration of the Association across Southern California in order to improve member value and increase operational efficiency. The first priority for the CEO will be implementation of the newly-revised bylaws changes, which include new systems for governance, membership and dues. Specifically, in the next 6-12 months, the CEO will be responsible for:

- Implementing renewed and effective advocacy strategies including regional government affairs, public affairs, and the BIASC Political Action Committee
- Completing the transition to the new dues structure
- Implementing a revised organizational structure providing certain shared services to the Chapters.
- Implementing a new annual planning and budgeting process, beginning with 2012 plans and budgets
- Supporting the new Governing Board, Steering Committee, and Operating Committee, including continued refinement of their roles and responsibilities
- Integrating administrative procedures, including accounting systems, information technology, and data resources
- Leading strategies to grow membership and provide new member services

Recognizing that much of the Association’s work is implemented by Chapter staff, the position provides resources and support to chapter Executive Officers and leads the Executive Officer team.

The position also oversees routine activities in the BIASC Principal Office, including:

- presenting the regional trade show, the Building Industry Show (BIS)
- compliance with legal and financial requirements
- close coordination with in-house industry legal counsel
- administration of Councils
- coordination with state (CBIA) and federal (NAHB) affiliates

The position requires substantial time commitments over and above normal business hours, including breakfast and dinner meetings and events, and regional, state and occasional national travel to meetings of affiliate organizations, conferences and the like.

NOTES:
Additional Salary Information: This is a salaried exempt position with full benefits, including paid sick leave, vacation, 401(k) participation, health, vision and dental; competitive salary depending on experience and background.

Requirements
Candidates for this position will bring a variety of experiences and attributes, including executive management experience. Experience in leading associations or other organizations during times of significant change is desired. The ability to establish strong relationships with a wide variety of individuals and to lead in an environment that requires effective collaboration is a must.

Applicants must possess excellent written and oral communication skills, with public speaking and media experience a plus. Applicants must possess highly proficient computer skills, including Microsoft Office and the internet. Candidates should have strong project management skills and the ability to multi-task.

A strong understanding of the issues affecting building, development and housing, in addition to knowledge of land use and environmental laws/regulations, is desired.

Successful candidates should have a proven track record of conceptualizing, planning and implementing strategies across the organization. Experience with governmental or public affairs campaigns is a plus, as is experience with planning and implementing events. A Bachelor’s Degree is required, graduate degree is preferred.
